Onboarding seasonal construction casuals after payroll go-live

How to onboard seasonal construction casuals after payroll go-live, including records, awards, tax, super, STP and first-pay checks.

Onboard every seasonal construction casual through the live payroll, not a side spreadsheet. First decide whether they are a returning worker or a new starter, then confirm their employment instrument, classification, tax, super, bank details and first roster before running pay.
That sounds simple. The trap is assuming a worker is new because the new payroll has never paid them. They may already have year-to-date earnings, service history or an employee ID from the old system.
Start by matching the worker
Search the migrated employee list before creating anything. Use more than the worker's name. Check their date of birth, address, email, mobile number and previous employee number.
A returning seasonal worker should normally be connected to their existing record. Creating a duplicate can split year-to-date totals and produce two STP income statements. It can also reset service dates used for long service leave or other entitlements.
A genuinely new starter needs a new record and a unique payroll ID. Their start date should be the first date they are employed, not the date someone finally enters the paperwork.
| Check | Returning seasonal casual | Genuinely new casual |
|---|---|---|
| Employee record | Reactivate or connect the migrated record | Create a new record |
| Year-to-date pay | Confirm imported totals and prior pay events | Start at zero |
| Payroll ID | Keep the established ID where possible | Assign a new unique ID |
| Service history | Preserve relevant original dates | Record the actual commencement date |
| Tax and super | Recheck existing details and changes | Collect full commencement details |
| STP risk | Duplicate income statement if matched badly | Missing or late reporting if setup is delayed |
Confirm the employment basis and pay rule
Do not stop at ticking “casual”. Work out which modern award or enterprise agreement covers the job. Construction crews can include labourers, carpenters, electricians, plumbers, plant operators and workshop employees. They may not all sit under the same instrument.
Record the classification and level. Then capture any site-specific rules, such as industry allowances, tool allowances, fares and travel, meal allowances, leading hand payments, multi-storey allowances or project-specific site allowances.
Under the Building and Construction General On-site Award, the standard casual loading is 25% as at October 2026. Do not blindly add 25% to every payment. The award or applicable enterprise agreement determines how loading, overtime, penalties and allowances interact.
Check the planned shift as well. A worker starting at 6:30am may trigger different rules from someone starting within the ordinary span. Get the roster, work location and expected duties from the site team before approving the setup.
For broader payroll controls, use the payroll operations hub. If you are unsure whether the configured rules match the worker's conditions, run the compliance audit before their first pay.
Collect tax, super and bank details safely
Use the approved digital or paper process for tax file number declarations. Do not accept a TFN through an unprotected email or group chat.
The Australian resident tax-free threshold is $18,200 as at October 2026. That does not mean payroll should automatically apply the threshold. Use the worker's declaration, including whether they claim the threshold from this employer and whether a study or training support debt applies.
The super guarantee rate is 12% of ordinary time earnings as at October 2026. Record the employee's chosen fund details and validate them. If they do not make a valid choice, check whether a stapled fund request is required before using the employer's default fund.
Contribution timing rules must also match the law applying to the pay date. Do not let an old quarterly reminder override more recent super payment settings.
Verify the account name, BSB and account number through your normal secure process. A changed bank account should receive the same scrutiny as a new one. Payroll fraud often begins with a convincing request to redirect wages.
Give the worker the required information
Provide the Fair Work Information Statement and the Casual Employment Information Statement at the required time. Keep evidence showing when and how each document was supplied.
Casual does not mean “no leave settings”. Casuals generally do not accrue paid annual leave or paid personal leave, but they can still have entitlements under the National Employment Standards, awards, agreements and state or territory laws.
For example, eligible casual employees have 10 days of paid family and domestic violence leave in a 12-month period as at October 2026. Long service leave treatment can also depend on the relevant state or territory scheme and the worker's service pattern.
Fair Work employee records generally need to be kept for 7 years as at October 2026. Keep the employment basis, pay rate, hours, allowances, super details and changes with the payroll record.
Protect the payroll cutover
The first few pay runs after go-live need tighter controls. Seasonal hiring can expose gaps that did not appear during migration testing.
Use a simple cut-off. Site supervisors submit approved starters and rosters by a set time. Payroll checks the record before the worker is allowed into the final pay run. Late paperwork should be escalated, not quietly fixed with a manual bank transfer.
For returning workers, compare imported year-to-date gross pay, PAYG withholding, super and deductions with the final report from the old payroll. Do not load those amounts again if they were already migrated.
For new workers, check that no opening balance has appeared by mistake. Also confirm the employee is included in the correct STP pay event on or before payday.
Run a first-pay check
Before releasing the pay, compare the payroll result with the approved timesheet and employment terms. Check:
- ordinary hours and shift times
- classification and base hourly rate
- casual loading
- overtime and penalty treatment
- allowances and reimbursements
- PAYG withholding
- superable earnings and super amount
- deductions, bank details and net pay
- STP inclusion and payroll ID
Have someone other than the person who entered the worker review the result. After payment, give the worker a compliant payslip and ask the supervisor to report any missed hours quickly.
The main idea is straightforward. Match first, configure second and pay third. A five-minute identity and history check is far cheaper than repairing duplicate STP records, incorrect allowances and split year-to-date figures later.

Questions
Should a returning seasonal casual get a new payroll record?
Usually no. Match them to the migrated record and preserve their payroll ID and relevant service history. Create a new record only after confirming they are not already in the system.
Does every construction casual receive a 25% loading?
Not automatically. The Building and Construction General On-site Award has a 25% casual loading as at October 2026, but another award or enterprise agreement may apply. Check the worker's duties, classification and employment instrument.
Do seasonal casuals need to be reported through STP?
Yes. Include them in the relevant STP pay event on or before payday. Check payroll IDs carefully so a returning worker does not receive duplicate income statements.
What if the worker has not chosen a super fund?
Follow the super choice process. If there is no valid choice, check whether the worker has an existing stapled fund before paying into the employer's default fund.
Can we pay a late starter outside payroll?
Avoid paying wages through an unrecorded bank transfer. If an urgent payment is needed, process and document it through payroll so tax, super, payslip, deductions and STP reporting remain correct.
